These recommendations are based on Chapter 6 of Annex 14 of ICAO (International Civil Aviation Organization latest edition)
Medium-Intensity Light, white flash in daylight, red by night or both white flash at day and night should be installed on the top of the airport buildings and Type B or Type A Low-Intensity Light, steady red by night should be installed on the mid level of airport buildings
